1. Apply only to your main residence. You must prove that you live in this particular house for most time in 2006 (utility bills, for instance).
So if in the past 5 years you have lived more than 2.5 years in this particular house, you can prove this is your main residence, you sell this house in 2006, you get exemption of $250K for the capital gain.
There may be some more details.
You can do this for all the houses you sold, not only the first one.
2. Again, only to main residence. Not sure about house in China. BTW, it may be difficult to prove your main residence in China, if you own a house in the US.
3. The first $82.5K (you may want to check the number. I just pulled it from my memory, ball-park only) is tax-free. The remianed part needs to pay US tax.
