the CFO of state-owned Corporation should be Chinese. I don't think there is strict regulation in Chinese accounting field. I tend to IAS more than so-called Chinese Situation.
And also, I don't think the level of Chinese local accountants is high. Most of them don't know the international issues (e.g. international financial market)and their language skill is not good enough.
However, Chinese might know Chinese taxation law more than foreign accountants. That is the reason why oversea Chinese or HK accountant might get opportunities in China.
