It will be nice if you can provide some more up-to-date figures.
Under the pressure from the US and EU, China's vast garment industry should really think about how to face this challenge. Not too many enterprises have the vision to restructure their business. Maybe the government at all levels should pay attention and help the industry restructure.
Investment should not be interpreted as to buy new equipment and build new plants. Money should be spent on human resources first and foremost. China needs top notch designers and marketing people. Government agencies should encourage enterprises to seek strategic alliances or partnership relations with major Western retail chains and brands. It seems to me it makes more sense to encourage Chinese business to buy Western distribution channels and/or acquire brands in the West. Instead of dumping cheap garments, they should think about how to upgrade their product, in terms of design and quality.
Recently, a California swimsuit company with $75 million in annual sales was sold for $5 million only. The previous management just could not bear the manufacturing costs here. I am not sure who eventually bought this, but such nice deals are still available. And, the nice part is that you probably don't have to come up with $5 million up front. Deals like these can really help China in providing quality jobs. It sounds nice to buy IBM or Unocal, but garment industry is really affecting a lot of jobs in China.
