TITLE : Reward & Staffing Manager

REPORTS TO : HR VP

LOCATION : Beijing



•Company Profile

The Company is engaged in the petroleum marketing and distribution business. With operations in more than 130 countries, the Company engages in all aspects of the petroleum industry, including Upstream operations (oil and gas exploration, development and production, LNG) and Downstream operations (refining, marketing and the trading and shipping of crude oil and petroleum products).

The Company also produces base chemicals (petrochemicals and fertilizers) and specialty chemicals for the industrial and consumer markets (rubber processing, adhesives, resins and electroplating).



•Principal Responsibilities

• Responsible for Reward, Recruitment and staff matters of all staff in the scope.

• Initiate and lead compensation and benefit projects for RM China to improve employee satisfaction of C&B (measured by the company Survey result).

• Develop annual recruitment plan for China, develop annual staff cost budget for the company and recruit people to fulfill the recruitment plan on a timely and quality way.

• Improve recruitment efficiency by setting up and monitoring recruitment KPI.

• Lead compensation & benefits survey and job matching, and provide salary range recommendations.

• Propose annual salary review & bonus scheme and lead annual salary & bonus review to ensure pay for performance.

• Proactively works with and advises line managers and employees on people issues and provides professional advices in the alignment of HR policies and practices, labor regulations, etc.

• Regularly review and update HR policies & practices, conduct employee communication sessions.

• Coach business managers to ensure they have sound reward knowledge & recruitment skills.

• Manage the contracts, benefit, insurance, tax issue for non-local staff.

• Coordinate the Company Survey, develop, communicate and deliver improvement plan according to result.

• Submit reports or people info to China, Regional or Group on a timely and accurate basis.

• Manage employee relations including handling labor disputes.

• Provide support to all affiliates to optimize their HR management.

• Provide support to HR VP on other HR programs, e.g. new projects.



•CONTEXT AND ENVIRONMENT

• Clearly understand and forecast business needs and actively propose HR solutions and engage business managers to deliver.

• Clearly understand and forecast the talent need and talent market, reward package, etc. in different cities.

• ACCOUNTABILITIES

• Recruit, motivate and retain quality employees through professional HR management.

• Provide accurate and timely people information.

• Ensure that the company fulfills the local regulations.

• Ensure smooth and good communication with business managers and HR team within RM China.



•QUALIFICATIONS / EXPERIENCE REQUIRED

• Bachelor degree in business management or relevant fields, MBA preferred

• Minimum 6 years HR experiences in multinational with at least 3 years specialized in Reward

• Familiar with local labor law and relevant regulations

• Good command of both oral and written English

• Possess good communication skills and influence skill
