Client, a MNG, based in America: Designs and manufactures aerospace systems for commercial, regional, corporate and military aircraft; a major supplier for international space programs.
China In-country Program Manager
Description:
Client is pursuing an individual experienced in Program Management. The position will report to the Program Manager (PM) located in San Diego, California, USA. The individual will be located in ShangHai, PRC and must be a Chinese National. Candidates are required to have demonstrated experience in managing complex projects.
The position will focus on the development and commercialization of gas turbine into Chinese produced aircraft. Other activities may include support and interactions with other divisions of Client. This may include working with suppliers, manufactures, and other ventures.
The appropriate individual must possess a strong technical background, in addition to Program Management skills.
Tasks:
– Liaison between Client and major aerospace companies.
– Support technical, commercial, and program related meetings.
– Involvement with various groups within CLIENT.
– Potential support of manufacturing activities within China.
– Generation and tracking of inter-company communications.
– Preparation of schedules, reports, and presentations, as well as presentation of such work product.
– Tracking and execution of plans, schedules, and action items.
– Communications with multi-level individuals within various companies.
– Arranging meetings and other activities with personnel from CLIENT and various Chinese companies.
– Prepare monthly reviews and submit to San Diego PM.
– Prepare weekly summary and submit to San Diego PM.
– Conduct bi-weekly team conference calls.
– Collect, summarize, and track in-country developments, trends, and news related to government, industry, and other critical areas.
– Evaluate and develop appropriate training plans to strengthen in-country team.
– Work with San Diego to identify and deploy tools that will improve internal and external communications.
– Identify potential opportunities for HS and CLIENT.
– Work with San Diego on program related negotiations.
– Insure contractual compliance and identify areas of divergence. Work with San Diego to prepare assertions and/or risk mitigation plans.
– Assist in commercial transition and Aftermarket support development.
– Oversee day-to-day Program Management.
– Supervise Project Engineer(s) (PE).
– Execute program plans to meet yearly and program objectives.
– Work with San Diego Program Manager to develop short and near-term goals.
– Support CLIENT Business Development activities as appropriate.
– Develop and cultivate industry and government network.
– Manage day-to-day customer issues.
– Develop recovery plan for customer and risk mitigation as required.
– Other tasks as required.
General Requirements:
– Undergraduate (equivalent to U.S. based BS) engineering degree from top-tier Chinese university.
– Advanced (equivalent to U.S. based MS/MA/MBA) engineering and/or business degree preferred.
– Experience working in major Chinese company/industry or MNC, preferably related to aerospace.
– Project engineering and program management of complex systems or projects.
– 5+ years working as Program Manager or equivalent.
– Must be located in ShangHai PRC or be willing to relocate.
– Travel throughout China is required.
– Fluent in spoken and written English.
– Passing score on TOFEL (Test of English as a Foreign Language) or equivalent. Demonstrated competency required.
– Proficiency in technical English.
– Fluency in spoken and written Mandarin.
– Applicants must be Chinese Nationals
– Working knowledge or experience with gas turbines.
– Knowledge and/or working experience with Chinese government-owned corporations/state-owned enterprises preferred.
– Presentation experience with senior level managers.
– Knowledge of airline/aircraft industry a benefit.
– Experience with TSO, CAAC, and/or FAA certification a benefit.
– Supervisory experience required.
– Strong experience with MS Office suite, (i.e., Excel, Word, PowerPoint).
– Extended hours may be required.
– Periodic travel to the United States required. Individuals must not be prohibited from entering the United States.
– Publication experiences a positive.
– Documents and work samples to substantiate qualifications will be required.
– Must meet the hiring policies of Client.
