隐瞒访台和涉嫌泄密，鲍威尔前中国事务顾问被捕
美国国务卿鲍威尔前中国事务高级顾问唐纳德·W·凯泽（Donald W. Keyser）于数周前突然辞职，9月15日他被美国联邦调查局（FBI）逮捕，并在弗吉尼亚州亚历山大市一个联邦法庭出庭受审。凯泽被指控对美国联邦调查局隐瞒了去年前往台湾访问一事，还涉嫌将一些文件交给了台湾情报人员。
·凯泽与台湾密探多次会见
现年61岁的凯泽有着30多年的职业外交生涯，是美国国务院东亚事务的高级顾问以及美国的中国事务知名专家。他能够讲流利的普通话，而且对前苏联事务了如指掌，曾在美国驻中国和日本大使馆工作。凯泽今年升任东亚和太平洋事务的首席副助理国务卿，但7月他就辞去这一职务，后在国务院下属培训机构——对外事务研究所（Foreign Service Institute）工作。同事们称赞凯泽是“有着卓越才智和分析能力的杰出语言学家”。
美国官员表示，凯泽在去年9月以官方身份先后访问中国和日本，后来又突然前往台湾三天“度假”，在台北会见了一名台湾情报人员。今年5月，在填写国务院“忠诚调查”表时，他隐瞒了去年前往台湾一事。凯泽身为外交人员在公务期间访问台湾十分反常，而且隐瞒实情，因此受到了联邦调查局数周的跟踪调查。
根据美国联邦调查局的法庭陈述，凯泽今年夏天在华盛顿周边地区与两名台湾密探多次秘密会见。7月31日的会见地点是亚历山大市一家名为Potowmack Landing的餐馆，凯泽在那里把两份文件交给了这两名台湾人，那两份文件可能是政府资料。9月4日，在同一家餐馆内，凯泽又给了两名密探一份题为“磋商议题”的文件。之后，美国联邦调查局在餐馆外截住了这三人，并缴获苏夥莨灿辛
