European companies have slashed investments in China amid rising labour and transport costs at the same time as they expand in eastern Europe and Russia.
Foreign direct investment from the European Union into China fell steeply last year from €6bn in 2006 to €1.8bn ($2.7bn). In Russia, it soared from €10.6bn to €17.1bn.
Companies from many European countries such as Samas, a French maker of office equipment, and Sennheiser, a German headphone maker, have moved production out of China because of difficulties from intellectual property to rising labour and transport costs.
The German engineering association, VDI, estimated as many as one in five of its companies want to move out of China while Adidas said it was scaling down its Chinese presence.
Experts cautioned not to read too much into one year’s FDI figures but said there was a trend showing European companies were investing less in China than other so-called BRIC countries: Brazil, Russia and India. India saw a huge increase last year from €2.5bn in 2006 to €10.9bn.
“Those companies who wanted to invest in China have largely done so and they are just waking up to the fact that some of the other countries such as India are interesting for manufacturing when they had previously been seen as only good for services,” said Ian Gomes, head of emerging markets at KPMG.
The Chinese Ministry of Commerce noted on its website that Chinese investment into the EU had fallen from €2.2bn to €500m.
Part of the weakness in the EU investment figures in China can be explained by negative flows by Dutch and UK companies, which suggest groups from those countries have closed plants, taken dividends out of a Chinese subsidiary or called in an intra-company loan.
