Well...Of all the people I know from my Investment banking days (1990-2000), anyone making US 300K plus, nobody returned, quite a few has semi retired since then.
From 2000 to 2006, in Silicon Valley, I know 2 couples worth north of 20M USD from the .com bubble (cashed out). They indeed become sea gull. They left 99% of their net worth in US.
Most of the money they got to start their biz in China is from guess where - China itself. The money is "a loan" to them by the Chinese banks with deposits from normal folks there. They has since make a couple of fold of 20M USD out this deal.
