Q1: there are some good public schools depending on where they are moving to. Since they have two kids, it can be cost effective to buy a house in a good ISD (Independent School District). The private school costs $20K/child/year on average...again, depends on location.
Q2: Don't know much about French schools, but I'd imagine there should be French language schools in every metropolitans, not sure about rural areas though. Hiring a French tutor will be another option.
Q3:
K-12: The public school K-12 is free. However, all the after-school care and activities (piano, dancing, hockey, ice skating and swimming etc.) can cost a lot. Generally speaking, $10-15/hour for after school care babysitting and $50~$100/month/child/activity. But of course there are always less expensive ways to raise kids.
College: The public colleges are less expensive than the private ones. If you ask Chinese Americans, many of them will tell you it costs at least $.5 million/kid from birth to college. I have many Chinese friends will pay 100% of their kids college education...O哥 must be one of them. I also have plenty of American friends don't save a penny or very little for their kids' college expense (while driving luxury cars!), because there are always college loans available.
