Canada--because of the oil sand. It is only profitable to extract oil from those sand if oil price is above $60. You are right, its proved reserve is as large as that of Saudi.
The caveat: huge amount of water is needed and huge pollution from the processing.
Key: this oil is not cheap.
US--oil production on land reached its peak in 1968. But the whole offshore reserves (Atlantic and Pacific West) has never been touched. In 1950s, there was offshore exploration in Santa Monica, but the tech was not mature and a following oil leakage resulted in outrage from the environmentalists. Congress passed a law and permanently banned the offshore exploration in US.
Onland reserves is depleting fast in US, but offshore reserve is promising for America.
The caveat: US gov needs to overcome the strong opposition of environmentalists, which is not easy. It needs a big crisis to change minds of those environmentalists.
Key: those offshore reserves will not be cheap to explore.
The cheapest oil reserves are in two regions in the world: mid-east (average cost below $5 per barrel) and the caspian sea.
Iraq reserve is the last and largest untapped CHEAP oil reserve in the world. US will deplete Arabians' reserve first before tap its own offshore resource. It will keep on issuing useless greenbacks to rip off those stupid mid-easterners.
