whether you would be able to take advantage of these connections, and more importantly, whether those people in the powerful positions would like to let you take advantage of it.
I admit that there're a lot of seemingly good opportunities; however, most of the time, those opportunities can not easily turn into reality.
For example, you may get to know a VC, a businessman and a middle-level government official in a cocktail party (informal) or a so-called seminar (somewhat formal). And you're allured to think "Hey, great! Those're all I need to start my business --- money/funding, market channels and green light in policy." And those 3 folks all appear to be very friendly to you; not only that, after a few eat-outs (and/or some after-meal entertainment activities perhaps), they can even become a very good friend of you, easily.
However, when you start exploring the business opportunity, or start sharing your business plan with them. They probably either just smile but never acknowledge, or simply say "I'll think about it" then disappear ever after.
To conclude --- “饭桌上的朋友，不等於生意上的朋友”。
