Significant other can be used on men or women, marriage or non-marriage.
Partner is more often used in legal and formal settings, like domestic partner or businsess partner.
Don't use them in daily conversations when talking about your boyfriend or girlfriend.
'My better half' is usually used by a man referring to his wife or girlfriend, not vice versa.
The above applies to US only. Don't know about other english speaking countries.
