From my outsourcing experience, Argentinian programmers in Buenos Aires ask for the same price that a programmer in Shanghai or Beijing asks. Sometimes even less.

I can't figure out why. Buenos Aires is a major metropolitan place too. Argentinian per capita GDP is 4 times that of China's. Buenos Aires is pretty different from their countryside, so the average GDP should be more in Buenos Aires, similar to the situation in BJ and SH.

And the work they do is very good. Similar experience with Brazilian outsourcing companies.

By comparison, the work from Chinese programmers is actually not that good. I think it's still disputable that Chinese programmers have no problems as long as technical issues are concerned.

Some Chinese programmers/architects (I call them so-called architects because they only have 4 years experience) tend to hate predecessors' work, and a lot of them want to just erase everything and start from scratch, which, needless to say, increases cost.

Despite all this, Chinese programmers still command a pretty hefty price, compared with outsourcing programmers from other countries. At least those programmers in BJ and SH do. My impression is that sometimes it's cheaper to hire college interns or even junior programmers in U.S. to do the programming than outsourcing companies in BJ.

I'm not sure if it's because they know we're a U.S. company and assume that we have deep pockets. It could be, but we've seen so many of them doing the same thing.

That said, I was wondering where exactly the internal (within China) demand for Chinese programmers is from. Something there is pushing the demand.

This is obviously a question related to economics and outside of my domain. I'd appreciate it if someone knowledgeable can shed some light on this.
