US was very top heavy then, though there is a '1 vote' system. China can go down the same path.
It is more about using the suitable system for current needs of the society. If you ask people whether they are willing to sacrafice their interest for the sake of others in the future, most people will pay lip service. Cai Lin and alike answered the question with their action, by running away and leaving other students behind.
i do not think the evil lies with 1 ruling body. the key is to have a ruling body taht will represent the interest of the society. maybe 15 memeber is too small a number. what if we ahve 15,000 members?
if 1 billion of 1.3 billion vote is only worth 1 dinner each, i would rather have 15,000 members to vote on importatn matters. at least cost of buying their votes are much higher.
