Buying property in Shanghai is relatively easy - I've been through it twice.
You have two options - the first is to use a foreign bank (HSBC for example).
Option 1
The document requirements are onerous though for HSBC.
You'll need 6 months of tax certificates for your salary. Statements from your employer that you earn xxxx. Bank statements supporting that and a whole bunch of other stuff.
The interest rates offered are quite low though (2 - 3%), and they offer payment in other currencies.
Be warned - if you do choose to pay in USD with a foreign bank, the money must come in from oversea's - you can't just deposit it in the bank locally and let it get deducted. I've had friends caught out by that.
Option 2
The second option is to use the Bank of China. Interest rates are a little higher (5% or so), but their document requirements are:
1) Passport (or other identifying document)
2) The deposit.
A *lot* easier paperwork wise. Sign here, here and here, give the seller the deposit, and its yours (pending transfer)
I can give you my Bank of China guy's contact number. Pretty friendly, and helpful.
Deposits
For new apartments the deposit is 20%.
For second hand apartments the deposit is 30%.
Up until last year they had a wonderful scheme where if you bought an apartment you could claim back any income tax you paid into the mortgage. This was wonderful. Unfortunately now thats finished
Transfer Costs
Budget another 20,000-30,000RMB for transfer costs and other paperwork costs (compulsory insurance etc). (Depends on the price of your apt).
Other
I highly recommend you involve someone who is familiar with the process other than the Bank guy. At least get someone to look over the purchase contract and ensure that the seller isn't trying to rip you off over some small item.
Make sure that the contract states that all bills and management fee's are paid up to date, and that you are liable for them from the date of transfer, not before. Make sure that the seller gives you all the registration paperwork for the utilities (if he has registered them). You'll need these to tranfer them into your own name.
